Background

Maryland Rural Development Corporation (MRDC) is a nonprofit organization dedicated to fostering economic growth and improving the quality of life in rural Maryland communities. MRDC was founded in 1979 as the Community Action Agency (CAA) for the Upper Eastern Shore of Maryland. In 1986, MRDC began its 40-year partnership with Head Start and added Early Head Start in recent years.

Today, MRDC has a budget of over $12 million and a staff of 150. Services provided include Head Start, Early Head Start, Housing: including First Time Homebuyer Program, Foreclosure Assistance/Mortgage Modification, Home Repairs and Weatherization and Emergency Housing. Community Services: including Financial Counseling and Budgeting, Food Pantries, and Diapers for Families Program. Adult Education, Town Management: including basic support for town management and services to large, several-year projects such as wastewater system installation or replacement, MRDC offers a stable of experts to lead towns and the people in them to self-sufficiency. Over the past decade, the MRDC Town Management Program has provided over $100 million of support, repair, and new development to towns from the Western mountains to the Eastern Shore farmland.

Major Responsibilities

The Executive Director is responsible for all financial, operational, administrative and legal aspects of the daily organizational management of the agency, which includes but is not limited to annual fund development, public relations and marketing, sound management of all fiscal resources, supervision of an established program staff, and business operations in accordance with standard business practices. The Executive Director will liaise effectively with national, state, regional and local organizations, and coordinate the contributions of diverse groups of trustees, donors, staff, volunteers, and community groups. The Executive Director works under authority granted by the Board of Directors to assist in defining priorities to build and develop teamwork between the agency and community volunteer leaders, to implement the Board’s Strategic Plan and ensure program and fiscal accountability. The position is based in Greensboro, Maryland.

Organizational Development
  • Oversees and supports current program staff and develops short and long-term staff development plans.
  • Oversees and supports agency workforce, appropriate volunteer activities and procedures including recruitment, approval, confidentiality, retention, and discharge, as appropriate.

Financial Management and Administration

  • Implements the agency’s board-approved strategic plan, and implements other board and agency plans in a timely way as they relate to the capital campaign, programs, annual fund development, communications, business development and major gifts and endowment.
  • Ensures legal compliance and program and fiscal accountability.

Program Development and Management

  • Oversees the current programs of the agency and, working with staff, develops programs to achieve objectives of the agency’s strategic plan.
  • Identifies and cultivates partner organizations locally, regionally, and nationally for mutual program benefit.

Fundraising

  • Oversees and supports fundraising efforts including capital campaigns, special events, major gifts, and corporate and personal individual solicitation.
  • Monitors grant opportunities and oversees the submission of grant applications.

Board Relations and Communications

  • Assists the board by maintaining and promoting the vision and mission of the agency in achieving goals and objectives of the strategic plan.
  • Works with the board president to ensure effective and efficient board committee structure and operation.

Public Relations and Communications

  • Establishes and strengthens working relationships with partners at the local, regional, and national levels in the non-profit corporation industry.
  • Ensures appropriate representation, as a spokesperson, of the agency goals and objectives to community and corporate groups and other stakeholders.

Personnel

  • Ensures proper hiring and termination procedures as required by law.
  • Provides direct supervision of Managers. Provides adequate supervision and evaluation of all staff and volunteers.

Qualifications

  • A Bachelor’s degree in nonprofit management or related field from an accredited college or university. Master’s degree is preferred.
  • Minimum of five years’ experience in senior level administrative management with professional background and experience in Community Development and Human Services at the executive or associate director level preferred.

Required Skills

  • Strong leadership and strategic thinking abilities.
  • Proven record in fundraising, grant writing, and resource development.
  • Strong administrative and communication skills and demonstrated success in strategic planning and board development.
  • Demonstrated experience in overseeing not-for-profit accounting and expertise in financial analysis.
  • Ability to build and maintain relationships with a diverse range of stakeholders.
  • Deep understanding of rural development issues and community needs.

Compensation

The projected compensation for this position is based on education and experience, starting at $150,000 - $160,000 annually.

Compensation is supplemented by a strong benefits package including Medical, Health Savings Account, Dental, Vision, Life/ A D & D, Employee Assistance Program, short-term disability, cell phone stipend, mileage reimbursement, 401K, and PTO.

Relocation expenses are negotiable.
