Organizational Background

Established in 1965 following the passage of the Economic Opportunity Act, Fresno Economic Opportunities Commission (Fresno EOC) is one of the largest Community Action Agencies in the United States. Operating as a nonprofit 501(c)(3) organization with an annual operating budget of approximately $150 million, Fresno EOC employs over 1,000 dedicated staff members. Each year, the agency serves more than 100,000 Fresno County residents across 30+ comprehensive community programs—including Early Childhood Education (Head Start/Early Head Start), Energy Services, Health & Dental Services, Food & Nutrition, Local Conservation Corps, Youth Sanctuary Shelters, and Transit Services.

Fresno EOC is governed by an 18-member Board of Commissioners, representing public elected officials, business and community leaders, and low-income target area elected representatives. The agency's vast funding stream includes diverse federal, state, local, and private grant awards designed to empower individuals, foster self-sufficiency, and transform communities.

Position Summary

Fresno EOC seeks a strategic, experienced, and dynamic executive leader to serve as Chief Financial Officer (CFO). Reporting directly to the Chief Executive Officer (CEO) and serving as a key member of the Executive Leadership Team, the CFO provides overall fiscal stewardship, strategic direction, and rigorous financial control for the agency’s complex $150M operational ecosystem.

Key Responsibilities
  • Financial Strategy & Executive Leadership: Lead short- and long-term financial planning, multi-year forecasting, agency-wide annual operating budgets, and capital allocation strategies. Advise the CEO, Board of Commissioners, and Finance Committee on financial status, risks, and growth opportunities.
  • Grant & Revenue Administration: Maintain rigorous oversight of federal, state, and local funding streams (e.g., Head Start, CSBG, WIC, CalAIM).
  • Accounting Operations & Systems: Direct daily accounting operations across general ledger, accounts payable, accounts receivable, payroll, and cash flow management. Evaluate, modernize, and optimize ERP/accounting platforms to improve data integrity, workflow automation, and cross-departmental reporting.
  • Compliance, Audit & Treasury: Serve as the primary liaison for annual independent financial audits, regulatory reviews, and tax filings. Manage treasury activities, banking/lending relationships, lines of credit, and internal controls to mitigate risk and safeguard assets.
  • Team Leadership & Culture: Supervise, mentor, and build a high-performing finance and accounting team, promoting a culture of accountability, precision, and continuous learning.
Professional Qualifications

Minimum Requirements:
  • Education: Bachelor’s degree in Accounting, Finance, Business Administration, or a related field required. Master’s degree (MBA/MPA) or CPA/CMA designation preferred.
  • Experience: Minimum of 7 years of progressively responsible financial management experience, with significant senior leadership (CFO, Controller, or Finance Director) in a large nonprofit organization or public agency. Experience with Community Action Agencies or multi-program human service organizations is highly desirable.
  • Corporate Finance Experience: Senior-level financial management experience in a corporate or for-profit environment is preferred, particularly experience overseeing complex financial operations.
  • Nonprofit Fund Accounting: Demonstrated experience with nonprofit fund accounting, including accounting for restricted and unrestricted funds, multiple funding sources, and program-specific financial reporting.
  • Regulatory Knowledge: Familiarity with FASB accounting standards and OMB regulations, including the requirements applicable to federally funded nonprofit organizations.
  • Risk Management & Internal Controls: Experience identifying and mitigating financial and operational risks, strengthening internal controls, and safeguarding organizational assets.
  • Financial Technology: Familiarity with financial management software, with the ability to evaluate and implement systems that improve efficiency and data integrity.
  • Financial Analysis: Strong ability to analyze complex financial information, identify trends and risks, interpret financial data, and translate analysis into actionable recommendations for organizational leadership.
  • Audit Expertise: Significant experience managing or supporting external financial and compliance audits, including preparing for audits, responding to findings, and implementing corrective actions.
  • Financial Institution Relationships: Experience establishing and managing relationships with banks and other financial institutions, including banking services, cash management, credit facilities, lending relationships, and other treasury functions.

Compensation & Benefits

The projected compensation for this position, based on education and experience, is $180,000 - $220,000 annually. Compensation is supplemented by a benefits package including medical, dental and vision insurance, a retirement plan, PTO, sick leave, personal leave, and paid holidays. Relocation expenses are negotiable.
